Abstract: The Virginia Tobacco Settlement Foundation (VTSF) developed a unique approach to fund only tested programs for tobacco use prevention, to utilize local input in the selection process for grantees, and to place staff in regions to assist grantees. The steps for the process included two major parts. The VTSF utilized a contractor to develop a Compendium of Tobacco Use Prevention Programs for Youth, a database of over 100 tested programs for youth under age 18, which serves as the basis for all local programs. The VTSF divided the state of Virginia into nine regions and allocated a prescribed amount of funds to each region, based on population. A Regional Advisory Board was established in each region to review, score and recommend programs for funding using a request for proposals process; to advise the VTSF grantees’ progress and make recommendations for future funding; and to assist the VTSF in marketing future funding opportunities within their respective communities. Much has been learned regarding this planned approach to community-level funding. First, requiring grantees to utilize a Compendium program as the basis for their program, while allowing them to add innovative components based on their local needs was very successful. Using “effective” programs helped establish a foundation for success. Second, utilizing local boards offered a reliable source to ensure that capable grantees were selected for funding. Finally, offering funding in local regions allowed for competition at a local level, thus allowing smaller organizations to participate by eliminating unbalanced competition with large statewide organizations.
