COMP-109. Taking Care of Business: The Nuts and Bolts of State Health Department Management of Local Tobacco Control Programs

Learning Objectives: 1. Describe the steps involved in state health department funding of local tobacco control programs. 2. Describe methods for communicating with contractors, including providing technical assistance. 3. Identify potential challenges including appeals and public records requests.

Abstract: This session is designed for state health department staff involved with funding, providing technical assistance, and otherwise working with local tobacco control programs. It will focus on administrative and fiscal processes and describe in detail how states can get the money out the door to local programs and provide assistance once awards are made. The perspective of two very different states, California and Nebraska, will be shared. The methods they use, while specific to these two states, are applicable to others as well. California has a large, well-funded program, while Nebraska’s is considerably smaller. While the programs may operate differently, what they, and other effective fiscal and administrative management systems, have in common is that they provide clear guidelines and expectations, function in a timely manner, and include two-way communication between staff from the state health department and local projects.

Specific topics to be covered include developing funding mechanisms; establishing timelines; building applicant capability; reviewing funding applications; negotiating contracts; communicating with contractors; and monitoring contracts.
