Community-Driven Organizing To Stop Tobacco Internet Sales

Learning Objectives: At the end of the presentation, participants will be able to explain how to use the 5 step CCB model to organize a group around tobacco Internet sales.

Abstract: Sale of tobacco on the Internet is expected to constitute 20% of all U.S. tobacco sales in ten years. With the emergence and continued expansion of Internet cigarette vendors, tobacco control professionals will be presented with new challenges in curbing smoking, eliminating cigarette advertising, and keeping tobacco products from minors. This presentation will describe the application of a 5-step community capacity, youth development model to promote policy development around tobacco Internet sales. This project organized a community youth group to conduct action research, including a peer survey and a purchase survey over the Internet to document Internet sales to minors. Youth were also interested in comparing sales rates from Internet tobacco vendors located on sovereign lands with those located on non-sovereign lands. Main findings will be provided. For example, out of 19 Internet tobacco purchases made by minors, 19 deliveries were made to the minor’s homes and not one was ever requested age verification. This presentation will provide an overview of the steps involved in implementing an Internet Advocacy Project; the methodology for conducting the purchase survey; concrete examples and tools, such as, protocols, survey tools, purchase and tracking forms; the application process for acquiring youth credit cards, and more. In addition, an analysis of existing laws pertaining to tobacco Internet regulations, possible barriers to policy implementation and potential advocacy strategies for future work around tobacco Internet sales will be presented.
