COMP-65. A Breath of Fresh Air—Ohio's Comprehensive Tobacco Control Program

Learning Objectives: Identify the eight CSAP strategies for a comprehensive tobacco control program. Explain how to develop, implement and evaluate a multi-state agency/community collaboration for a comprehensive tobacco control program. Apply proven steps to implement public relations programs using sports franchises, celebrities and sports figures as active partners in a comprehensive tobacco control program.

Abstract: Ohio is implementing strategies identified by the Center for Substance Abuse Prevention to reduce youth access to tobacco products through a multi-state agency and community collaboration. This unique collaboration is built upon existing systems for alcohol, tobacco and other drug prevention through the Ohio Departments of Alcohol and Drug Addiction Services (ODADAS), Health (ODH) and Public Safety (ODPS). The interactive presentation will focus on enforcement, merchant and public education, media advocacy and community mobilization strategies and will be most beneficial to public health professionals, law enforcement, state and local compliance program coordinators, tobacco use prevention educators and community coalition advocates. Topics will include the tobacco settlement award to ODPS for enforcement, of which ten percent ($127,000), is used for education and training. This includes the “Sober Truth” program that educates approximately 35,000 students annually about alcohol and tobacco laws. Additionally, the audience will learn how Ohio uses commissioned police officers to provide training to merchants in the calculation of age and identification of false/fake IDs. The development of media campaigns with sports teams and celebrities, collaboration with Ohio’s 135 anti-drug community coalitions who assist with merchant education and community mobilization, ODADAS’ partnership with ODPS and ODH for the Synar Program and the public health perspective of ODH’s prevention and education activities will also be presented.
