Assessment of Technical Assistance and Training Needs Among State and Local Tobacco Control Programs

Learning Objectives: Describe major findings from needs assessment surveys and focus groups conducted with representatives of state tobacco control programs.

Abstract: Problem/Objective—State and local tobacco control programs are facing challenges old and new. In order to become efficient and effective programs, barriers must be overcome through quality technical assistance and training. To provide this requires the ability to assess needs and competencies quickly. Methods— An electronic needs assessment was sent to the 50 program managers in state tobacco control programs to assess high-level areas of need. Survey results were used in the creation of the guide for follow-up focus groups with representatives of 23 state programs receiving greater than $5 million in MSA funds. Results— Preliminary data (43 states) showed the top areas of need in skills for states are: developing long term communication plans, planning program strategies, evaluating programs, and building coalitions and partnerships. In focus groups, states identified obstacles, including lack of knowledge regarding tobacco control and a need to build capacity on a steep learning curve. States expressed interest in mentoring relationships and in web-based resources. Detailed results will be presented. Discussion— These data led to prioritization of customer-driven technical assistance and training strategies for TTAC, including: · Exploration of a strategic planning process specific to tobacco control · Development of a CD-ROM for new staff and grantees · Expansion of web-based resources · Creation of new strategies and tactics for providing technical assistance · Provision of services to states for conducting local needs assessments using technology Will also discuss how participants can access the assistance of TTAC. Participants will receive a TTAC mini CD-ROM.
