CESS-34. Key Considerations in Providing Counseling for Tobacco Dependence

Learning Objectives: Identify counseling as a critical component of comprehensive tobacco dependence treatment and recognize the delivery options for the provision of counseling. Understand the credentialing controversy surrounding tobacco cessation counseling. Identify reimbursement strategies for cessation counseling.

Abstract: AUDIENCE– State tobacco control directors, health benefits administrators, health care purchasers and providers interested in counseling as a treatment option for tobacco dependence. KEY POINTS – Tobacco dependence is a chronic condition that often requires repeated intervention. The roadmap for clinical interventions relating to tobacco use – Clinical Practice Guideline: Treating Tobacco Use and Dependence – recommends counseling as a critical component of comprehensive tobacco dependence treatment. Combined application of counseling and pharmacotherapy can double or even triple the likelihood of long term cessation. Counseling is provided in many ways such as through group therapy, telephone quitlines, or over the Internet. Given that treatment options can cause variations in quality, some states are attempting to credential cessation counselors. The different mechanisms of delivery appeal to and are effective for certain groups of potential quitters. Utilization of counseling will also depend on the level of reimbursement. EDUCATIONAL EXPERIENCE – The audience will receive an overview of effective counseling methods and description of the current standard of care. Additionally, the audience will gain knowledge about the credentialing issues and strategies for policy changes to create reimbursement for cessation counseling. BENEFITS–This session will help increase the capacity of cessation program directors to establish high quality counseling programs.
