Comprehensive Tobacco Use Clinical Initiatives

Learning Objectives: At the end of the presentation, attendees will be able to describe the elements of Blue Cross and Blue Shield of Minnesota’s tobacco use clinical initiatives.

Abstract: Program/Opportunity Statement: Health care professionals of all types and in all settings play a critical role in health improvement that extends beyond the traditional focus on treating acute disease. Clinicians are uniquely positioned to systematically reduce and eliminate tobacco addiction among their patients.
Methods: Continuous review of literature and ongoing consultation with clinical experts facilitates refinement of Blue Cross’ clinical approaches. By providing technical assistance, resources, and incentives Blue Cross seeks to support clinicians to improve the effectiveness of the treatment of tobacco use throughout the state.
Results: This presentation will provide program descriptions and utilization of the following clinical initiatives:

*Clinical systems change programs: Incentives that support clinics to develop systems approaches to better identify, assess, advise, track and monitor smoking status.

*Provider training and education: Continuing medical education, on-site training, and consultation.

*Clinical Resources: Tools and information for clinicians to help their patients stop smoking.

*Reimbursement of medical office visits for the treatment of tobacco use.

*Clinical Guidelines: Sponsorship of Institute for Clinical Systems Improvement’s (ICSI) Tobacco Use and Prevention Guidelines.

*Tobacco Pharmacy Benefit: Benefit includes first-line pharmacotherapies recommended by the Surgeon General. Available to all fully-insured members and selected by many self-insured groups.

Discussion: This presentation will highlight Blue Cross’ tobacco clinical initiatives and inform attendees that the most successful clinical tobacco treatment programs are ones supported by systems-based approaches, multidisciplinary, involve innovative clinical and systems procedures, include provisions for clinician education, incorporate reimbursement practices, and provide incentives for primary care providers.
