Effective Strategies for Policy Development Within Hispanic Chambers of Commerce

Cecilia Portugal, MPH, University of Southern California, Keck School of Medicine, Institute for Prevention Research, Hispanic/Latino Tobacco Education Network, portugal@email.usc.edu

Learning Objectives: Identify tools for the development of a comprehensive action plan to counteract tobacco industry sponsorship of Hispanic Chambers of Commerce.

Abstract: The presentation will describe an advocacy campaign designed and implemented by the California Hispanic/Latino Tobacco Education Network. The campaign focused on identifying thirty-eight key Hispanic Chamber of Commerce organizations throughout the state to assess their level of tobacco industry sponsorship, willingness to adopt a tobacco-free policy for sponsorship of community and cultural events. Of the thirty-eight identified organizations, twelve participated in the survey and campaign and five ultimately passed a policy. The discussion will also focus on the tobacco industry’s tactics to buy legitimacy in the Hispanic/Latino community through their façade of a “good guy” image. The presentation will discuss effective strategies to counteract these tactics including the need for relationship building, information and education, technical assistance, sources of alternative sponsorship and knowledge about the prevalence of sponsorship in the surveyed organizations. This presentation is relevant to tobacco control advocates working with business alliances and chambers.
