Abstract: In 1999, the Minnesota Legislature created a youth tobacco prevention endowment and mandated the Minnesota Department Health [MDH] to decrease youth tobacco use 30 percent by the year 2005. Since 2000, the Minnesota Youth Tobacco Prevention Initiative [MYTPI] has been funding aggressive tobacco prevention efforts statewide and through community-based projects. This includes: a statewide youth movement confronting tobacco industry manipulation and deceitful youth marketing; a counter marketing campaign directed at youth ages 12-17; grants to local organizations for grassroots activities; grants to appropriately address tobacco use issues in populations-at-risk; and a network of statewide activities, resources, and support for community-based tobacco prevention efforts. In less than two years, the program proved successful at reducing youth tobacco use. Simultaneously with the implementation of the MYTPI, MDH has been working with other statewide partners to construct a broader statewide comprehensive tobacco prevention effort.
Audience: Health department staff faced with designing, implementing, or modifying a youth tobacco prevention program. Key Points: Youth tobacco use can be reduced with funding dedicated solely for that purpose. Planning and support systems are keys to a successful comprehensive effort. Youth focused programs need to be coordinated with other tobacco prevention activities. Educational Experience: MDH staff will present the planning process for MYTPI, the components of the initiative and stages for putting them in place, the internal supports provided by MDH, and the collaborative efforts with other organizations.
