Learning Objectives: Describe the process for developing an evaluation toolkit for local tobacco control programs.
Abstract:
Problem/Objective: To meet the program evaluation needs of local tobacco control coalitions, an evaluation toolkit was developed to serve as a practical guide for incorporating program evaluation into the design and implementation of local tobacco control efforts.
Methods: (1) Review local community coalition action plans to identify and assess common goals, objectives, activities and innovative initiatives, (2) Identify appropriate evaluation strategies for priority activities, (3) Build consistent practices for sampling, survey methodology, questionnaire development, data analysis and interpretation, (4) Provide guidance to community partners in the development of annual workplan goals to include effective evaluation methodologies, (5) Develop model evaluation tools and provide technical assistance to community partners for the evaluation of local program activities.
Results: An Evaluation Toolkit is available to local partners that provides model plans, directions and technical expertise for the successful implementation of local program evaluation. The completed Toolkit includes:
· Instructions for developing and using SMART evaluation strategies
· Explanation of the relationship between outcomes and indicators
· Directions for incorporating evaluation into community coalition action plans
· Evaluation Survey Modules: Demographics, Clean Indoor Air, Media, Healthcare Provider, etc.
Conclusions: Evaluation tools and methods of implementation available to community partners greatly enhance the program’s ability to measure the impact of efforts at the local level. Results of evaluating the impact of local community coalitions determine program effectiveness, provide feedback for improvement of program functioning, and allow local programs to justify stakeholder support.
