Wyoming Adult Tobacco Survey: A Collaborative Model for States

Learning Objectives: Recognize how coordination and collaboration at local, state, and federal levels can result in administration of the Adult Tobacco Survey (ATS).

Abstract: Problem: Even though conducting statewide evaluations of tobacco attitudes and behaviors is recommended, resources often are scarce. To date, only a few states have administered the ATS, a standardized survey of adult tobacco use, knowledge, attitudes, and tobacco use developed by Centers for Disease Control (CDC). Additionally, although it is recommended that smokeless tobacco be addressed, it often is not included in tobacco evaluation and treatment.

Method: The Wyoming Statistical Analysis Center, with support from the Wyoming Department of Health Substance Abuse Division and the U.S. Department of Health and Human Services CDC, coordinated administration of the ATS. Following CDC recommended protocols, 2002 randomly selected Wyoming residents were surveyed.
Results: Preliminary results include: among cigarette smokers (17.6%), 45.7% tried to quit and 60.6% were advised to quit vs. among smokeless tobacco users (6.9%), 30.4% tried to quit and 34.3% were advised to quit. Additional data are available regarding second-hand smoke, policy, and knowledge and attitudes.
Conclusions: Although used previously in a few other states, this is the first time the ATS has been implemented in Wyoming. Moreover, the addition of smokeless tobacco questions is unique. Effective administration of a national survey with limited resources was achieved via collaboration. Socially valid use of the results to assist in state development of effective tobacco prevention and cessation programs will be discussed (e.g., recognizing the discrepancy between advice to quit cigarette vs. smokeless tobacco use; increasing the number of health professionals advising users of smokeless tobacco to quit).
