Learning Objectives: Identify and combat this activity in their respective jurisdictions
Problem/Objective: The sale of single and counterfeit cigarettes are occurring in most jursidictions and are geared toward low income populations and youth. Most jurisdictions put emphasis on the sale of tobacco products to youth, unaware that the aforementioned activity is occurring. Not only does this create a health hazard, the proceeds from the sale of counterfeit tobacco products has been directly linked to the funding of terrorist activites.
Methods: Insight to existance of illicit tobacco activity.
Results: To be able to locate and identify businesses selling single and counterfeit tobacco products (specifically single cigarettes). How to enlist the aid of businesses, communities, and law enforcement agencies, to assist in the identification and suppression of this activity.
Conclusions: This form of illicit tobacco activity is a growing unchecked activity as most jurisdictions having tobacco control programs are not aware that this is occurring. We have found through our enforcement activities that it is a very lucrative activity and must be brought to everyone attention.
