Learning Objectives: Attendees will be able to describe 2-3 effective strategies for stimulating or reinforcing policy compliance. Attendees will be able to describe 2-3 effective evaluation strategies for determining successful adoption of SHS laws. Attendees will be able to identify 1-2 methods to enforce violations of SHS laws with business owners and the general public.
Key Points: Presenters will draw upon peer reviewed data, such as that reflected in the CDC's Key Outcome Indicators Report published in 2005, as well as on their own experiences. Washington State, whose law has been in place since late 2005, will examine what they have done and the tools they have used in the first few years to educate their residents and bolster compliance. Delaware and the City of El Paso, both with laws that have been in place since 2002, will examine the issue over a longer term. Presenters will discuss evaluation data and detail the steps and missteps they took to strengthen and enhance their laws.

Benefits: Passing a comprehensive secondhand smoke (SHS) policy is hard enough, but what do you do once it is in place? That question is being asked all across the country as now more than 50% of the nations population is covered by a comprehensive SHS ordinance. This presentation will examine the published evidence concerning effective policy implementation strategies and compliment those learnings with the practical experiences of three diverse jurisdictions who have successfully implemented and enhanced SHS policies for differing lengths of time in demographically and geographically unique environments. Tobacco control staff from Washington State, Delaware, and El Paso, Texas will examine the paths they have taken to solidify and strengthen their laws and provide replicable real-world strategies for others to aid in policy planning, implementation and evaluation.
