Janel J. Brakke, MA, Blue Cross Blue Shield of Minnesota, Center for Prevention, janel_brakke@bluecrossmn.com, C.B. Pearson, MS, M+R Strategic Services, cbpearson@mrss-mt.com.

Learning Objectives: Assess implementation plan advice of experts from smoke-free states. Forecast needs of local programs in changed policy environment. Redesign program priorities to accommodate next wave of local and state policy change.

• Audience: This presentation will benefit two core audiences: (1) individuals from states on the verge of going 100% smoke-free who are seeking solid advice on implementation planning, and (2) individuals from smoke-free states looking for the next wave of state and local tobacco policy change work. • Key Points: Blue Cross Blue Shield of Minnesota commissioned research during 2007 which included telephone interviews with dozens of key informants to capture lessons learned and strategic advice for statewide tobacco control program planning for the phase following the passage of a smoke-free state law. This time-tested advice from local state and national experts has been woven into an implementation planning matrix and succinct recommendations for the next generation of tobacco control policy work in a smoke-free state. • Learning Objectives: Presenters will summarize the key findings from these ask-the-expert conversations, categorizing the primary findings and supplying clear, meaningful detail to support all recommendations. • Benefits: Audience members will benefit from the insights of many of their predecessors in other smoke-free states with an eye towards reducing duplication of effort and maximizing resources. This session is a must for anyone working in a state that may become 100% smoke-free within the next two years.
